As broadband TV emerges through cable or through IPTV it is creating new opportunities to deliver interactive,  video-rich e-government transactional services both locally and nationally.

It is also creating new opportunities for reducing social exclusion through TV-based e-health and e-learning services and for local regeneration of communities and businesses by getting people involved in producing their own video-rich content. This creates opportunities for housing associations and other organisations providing social housing. One particularly good example of this is RegenTV in the London Borough of Newham.

We have been involved in these developments for several years and have produced a number of reports for the European Commission and other national agencies on increasing learning opportunities in the home through personalised TV. (See t-learning) In addition, we have also advised on the opportunities that personalised TV can offer for numeracy and literacy.

Although there is a major drive to provide information and offer transactional e-government services via the web - there are still between 40-60% of households in Europe who don't have access to an internet-enabled computer in their own homes. Broadband TV can offer an alternative form of access.
